OUTREACH EVENT #1: WHAT WE VALUE

The first event will introduce the Countywide Plan and Bloomington Community Plan efforts.  The event will also engage the public in a discussion about the development and improvement of Bloomington in the future, with a focus on levels of service for roads, infrastructure, and other public facilities and services. It will take place at the free Community Health and Resource Fair.

When: Saturday, October 3, 2015, 10:00 AM to 2:00 PM

FOCUS GROUP DISCUSSIONS

The Fifth District Supervisor’s Office is organizing special discussions to ensure that Bloomington’s residents have an opportunity to raise and discuss unique issues faced by seniors and youths.

Focus Group: Seniors

The County conducted a focus group discussion with over a dozen members of Bloomington’s senior community on October 26, 2015 from 11:30 am to 1:00 pm at the Ayala Park Senior Center. The discussion focused on what is valued in Bloomington and opportunities to create a better community for seniors.

Focus Group: Students

The County conducted a focus group discussion with over 37 student members of the leadership class at Bloomington High School on November 10, 2015. The discussion focused on how students perceive and experience their community as well as how they want to see Bloomington improve in the future.

SPECIAL LOGISTICS INDUSTRY STUDY

The Fifth District Supervisor’s office is funding a special study on the logistics industry. As part of this special study, there will be a public meeting focusing on land use issues related to the logistics sector in Bloomington.

Public Meeting: Special Focus on Logistics

This is a public meeting to present the results of two special technical reports conducted in support of the Bloomington Community Plan. The first report is a preliminary growth assessment for warehousing and related logistics businesses in Bloomington. The second report is a logistics adjacency analysis that describes several issues and common mitigation approaches that arise when warehousing and related logistics businesses are developed in proximity to residential uses.

This public meeting will be held as part of the Bloomington Municipal Advisory Council (MAC) meeting:

Additional Information

This meeting is being held in response to several ongoing activities:

  • Developers are proposing to construct new warehousing and logistics facilities in Bloomington
  • Some developers are going door-to-door to see if property owners are willing to sell their property for development
  • The County has started to update community plans in unincorporated communities like Bloomington

This meeting is intended to give the community a clear understanding of what is going on so that residents can more effectively participate in the preparation of the Bloomington Community Plan. At this meeting, you can learn and talk about a range of issues with County staff and consultants, including:

  • The market demand that is fueling the growth in warehousing and logistics services
  • Issues commonly surrounding logistics facilities developed adjacent to non-industrial uses and residences
  • The development process for new logistics facilities
  • The process for updating community plans in San Bernardino County

WORKSHOPS WITH PLANNING COMMISSION AND BOARD OF SUPERVISORS

County staff will present community input on potential land use map revisions to the Planning Commission and Board of Supervisors at workshops in November 2016 and early 2017. The workshop presentations will also include a discussion of the values and aspirations identified by attendees at the community workshops.

No official action will be taken at these workshops, as they are intended to present the community’s input on existing and potential land use based on outreach conducted to date.  Any official map changes will still need to be evaluated through an environmental impact report (EIR).  The EIR is estimated to be completed in late 2017, with public hearings expected in 2018.

What is the Community Plan?

As part of the major effort to create a Countywide Plan, San Bernardino County is working with residents, businesses, and organizations to develop the Bloomington Community Plan.

The Community Plan will set forth the community’s priorities for actions, investments, and public policies that are most important for Bloomington to continue growing into the type of community that current and future residents desire.

2007 Bloomington Community Plan

Bloomington is one of 14 communities in San Bernardino County that has an existing Community Plan to guide its future development, character, and independent identity. The County is updating these existing Community Plans to become more action oriented, while moving goals, policies, and figures into the Countywide Policy Plan.
