*The 2013-2021 Housing Element is updated according to State Law. The next update will occur during the appropriate time-frame regulated by the State Department of Housing and Community Development, then adopted into the Countywide Plan.
**The Renewable Energy & Conservation Element effort began in advance and independently of the Countywide Plan. It was adopted in 2017, updated in 2019, and it is not being updated through the Countywide Plan.

The Final EIR contains copies of the public comments, the County’s responses, and a description of the corrections/changes to the Draft EIR. To facilitate review of the Final EIR, each chapter and appendix is listed individually below to minimize file size. Please note that some files are still fairly large and will require some time to download.
Mitigation Monitoring and Reporting Program (MMRP)
CEQA requires that when making findings regarding significant impacts, the County adopt a reporting or monitoring program for changes made to the project or conditions of project approval, adopted in order to mitigate or avoid significant effects on the environment.
Following project approval, the County must file a NOD with the State Clearinghouse that (in a one-page checklist form) describes the project, states the type of environmental determination made, and identifies whether the project will have environmental impacts (and if so indicates the presence of mitigation measures, a mitigation reporting or monitoring program, and a statement of overriding considerations).
